Preamble
The purpose of this policy is to establish the Board of Fire Commissioners, their goals, the scope of their duties and responsibilities, and terms of reference.
Goals of the Board
The goal of this board is to stand in for the position of Fire Chief, complete outstanding documentation the department requires, and identify a suitable candidate for permanently filling the Fire Chief role.

Scope of the Board - Duties and Responsibilities
Throughout their tenure, the board will be primarily responsible for implementing and updating a variety of outstanding documentation.
Each individual commissioner may immediately implement documentation which falls under their own area of responsibility, as determined by the server directorate. Any documentation or implementation of policy created that falls outside of all commissioner’s areas of responsibility must be approved by majority vote of the board. Server directorate has oversight and final say in all documentation and policies.
The board will be responsible for making administrative decisions in the place of the chief in relation to department hiring, both for supervisors and new department members; and management/direction of the supervisor team.
The board may actively enforce departmental policy, and investigate complaints.
Board Terms of Reference
This board will be in effect as of the date this policy is enacted.
This board will remain in effect until all outstanding department documentation has been created. The server directorate will be responsible for determining if all outstanding documentation has been completed.
The server directorate will be responsible for terminating this policy upon the completion of the board’s work.
This board will be replaced by a Fire Chief determined upon completion of the board’s work.
This policy has no determined end date unless otherwise specified by the server directorate.
This board reports directly to server director Alfa1561
Definitions
The board - The Board of Fire Commissioners
Department supervisors - any member of the department which retains a rank between Captain and Deputy Chief
Outstanding Department Documentation - any and all policies, practices, and procedures used by the department which do not currently have any documentation or require updates as identified by the board, department administration, and this policy - see Appendix A.
Appendix A - Outstanding Documentation
Outstanding documentation includes but is not limited to:
Basic Life Support protocols/procedures update
Advanced Life Support protocols/procedures update
Divisional Operations (i.e. HazMat, USaR, Swiftwater Rescue, TEMS, etc) including documentation, training, onboarding, and setup.
Hospital transport protocols
Updated department training
Internal Affairs/complaint and tracking framework
Emergency operations/on-scene parking
Patient Care reports and paperwork protocols
Private EMS updates/overhaul
