101.1 DUTY TO REPORT MISCONDUCT.
All employees within the Department are held to a high standard. They are expected to follow all procedures while conducting their duties. In order to maintain integrity, all employees are expected to report any questionable behavior to supervisors as soon as they are able to.
101.11 MISCONDUCT – DEFINED. Misconduct shall mean any behavior where an employee intentionally:
Obstructs the Department’s objectives;
Creates a bad perception of the Department; or,
Defies established standards in a malicious way.
101.2 CHAIN OF COMMAND.
To allow a smooth-running Department, all employees shall:

101.4 RANK AUTHORITIES.
The powers of a rank are only active when on-duty as that rank. Employees are strictly prohibited from displaying and roleplaying as ranks other than they are entitled to as per the FD Roster, following ranks, or ranks not authorized by Agency Standards.
101.41 UNIFORMED RANKS.
Firefighter I.
Unsworn Firefighters currently undergoing academy training. Their duties and responsibilities are defined by the Training & Support Bureau.
Firefighter II.
Sworn Firefighters who have completed recruitment and are now full-time employees of the Department on their Probationary Phase. They may deploy as:

Fire Assistant Chief.

101.42 UNSWORN RANKS.
Fire Explorer.
Civilians with an interest in joining the Fire Service. Fire Explorers may ride along on apparatus if a Captain+ is on duty. However, they are not to actively participate in any Fire Department Operations.
Community Emergency Response Team Volunteer (CERT).
Civilian volunteers with basic training in disaster response. Their skills include fire safety, light search and rescue, team organization, and disaster medical operations.
Equipment Mechanic.
Civilian Employees of the Supply and Maintenance Division. Responsible for the mechanical upkeep of department apparatus.
Fire Policy Assistant.
Civilian Employees of the Research & Development Section of the Training & Support Bureau. Assist with the creation of written documentation.
Fire Administrator.
Civilian Commanding Officer comparable to the rank of Battalion Chief; however, is not awarded the same Rank Authorities as the described rank. Administrators assist with the creation of written documentation.
Fire Commissioner.
Civilian members of the Board of Fire Commissioners responsible for providing oversight for the Department as a whole. In the absence of a Fire Chief, they fulfil the role as a collective with an in-game equivalency of Assistant Chief.
101.5 SUPERVISORY TERMINOLOGY.
SUPERVISORS
Chief. The Fire Chief, the Chief Administrative Officer of the Fire Department.
Bureau Commander. Uniformed Chief Officer or civilian administrator in charge of a Bureau.
Battalion Commander. A Chief Officer or Acting Chief Officer in command of a Battalion.
Division Commander. The Chief Officer in command of a Division.
Section Commander. Chief Officer, Acting Chief Officer or civilian administrator in charge of a Section.
Unit Commander. Officer or member in command of a Unit.
Commanding Officer. The officer or acting officer who is the member’s immediate superior in the chain of command.
ORGANIZATION
Department. The Fire Department faction.
Bureau. A major segregation, either functional or geographical, of similar Divisions or Geographical Areas within the Department.
Battalion. A Geographic subdivision of an operations bureau.
Division. A functional subdivision of activities within a bureau.
Section. A major activity within a bureau or division.
Unit. A specific activity within a division or section.
101.6 FIREFIGHTER TITLES, DESCRIPTIONS AND REQUIREMENTS
Firefighters
Firefighters make up the majority of the Department. The Firefighter rank is divided into multiple paygrade ranks: Firefighter I, II and III.
Firefighters I and II are both supervised by Training & Support Bureau.
Firefighter IIIs are non-probationary and are capable of performing their duties and responsibilities independently.
Fire Captain
The Fire Captain rank is divided into multiple paygrade ranks: Fire Captain I and II.
Fire Captain Is respond to emergencies, manage command until relieved, assign personnel per Department policy, maintain the station and equipment, oversee fire prevention and community relations, train personnel, ensure compliance with Department policies, and maintain records and reports.
Fire Captain IIs command a Task Force Station, respond to emergencies, manage command when first on scene or take command if not, assign personnel, maintain the station and equipment, oversee fire prevention, pre-fire planning, and community relations, train personnel, ensure policy compliance, and maintain records and reports.
Fire Battalion Chief
Battalion Chiefs manage the Battalion, supervise Station Commanders, respond to emergencies, assume command when first on scene, ensure discipline and performance, conduct pre-fire planning, oversee fire prevention, know the district, engage with the community, recommend emergency procedures, and coordinate the physical fitness program.
Fire Assistant Chief
Assistant Chiefs manage the Divisions, supervise Battalion Commanders, respond to emergencies, assume command when first on scene, implement Bureau programs and policies, ensure company efficiency, evaluate alarm assignments and hydrant distribution, oversee fire prevention and pre-fire planning inspections, supervise community relations, and manage EMS District Captains.
Fire Deputy Chief / Chief Deputy
Chief Deputies represent the Fire Chief at meetings, respond to major emergencies as heads of Incident Management Teams, supervise the Productivity Program, oversee Department committees, serve as liaisons with other City Departments, and conduct pre-disciplinary hearings, making recommendations for corrective actions to the Fire Chief.
Fire Chief
Fire Chiefs appoint, discharge, suspend, transfer, or issue instructions to Department members, manage Fire Department funds, recommend the annual budget, certify expenditures, file monthly activity reports with the Board, and exercise additional powers granted by the Board.
