1006.1 PURPOSE
The purpose of this SOP is to establish clear guidelines and procedures for the CBRNE/HAZMAT Section to ensure a coordinated, efficient, and safe response to hazardous material incidents and CBRNE events.
1006.2 SCOPE
This SOP applies to all personnel within the CBRNE/HAZMAT Section and outlines their responsibilities, operational protocols, and safety measures during an incident.
1006.3 responsibilities
Incident Commander: Oversee the overall management of the incident, coordinate resources, and ensure safety protocols are followed.
HAZMAT Technicians: Perform technical tasks such as identification, containment, and neutralization of hazardous materials.
Decontamination Team: Set up and operate decontamination stations for personnel, equipment, and affected individuals.
Safety Officer: Monitor operations to ensure compliance with safety procedures and address any hazards.
1006.4 INCIDENT RESPONSE PROCEDURE
1. Activation:
Upon receiving a call, the team will mobilize according to established protocols.
Initial risk assessment will be conducted based on available information.
2. On-Scene Operations:
Establish a command post and secure the perimeter.
Conduct a detailed risk assessment and classify the incident.
Deploy specialized equipment to monitor and identify hazardous materials.
Implement containment and mitigation strategies to prevent escalation.
Rescue Operations: Ensure the safe evacuation of individuals in the affected area, prioritizing those at immediate risk.
Isolation and Zoning: Define hot, warm, and cold zones to control access and minimize exposure risks.
Ventilation and Suppression: If applicable, deploy measures to ventilate toxic gases or suppress hazardous reactions to limit the spread of contaminants.
Resource Allocation: Utilize additional resources such as mutual aid teams or specialized agencies as needed to enhance response capabilities.
3. Communication:
Maintain clear communication with the command center, emergency responders, and relevant agencies.
Provide timely updates to all stakeholders.
4. Decontamination:
Set up decontamination zones as per the nature of the hazard.
Ensure all personnel and affected individuals undergo proper decontamination procedures.
5. Termination and Recovery:
Conduct a thorough evaluation of the site to ensure it is safe.
Compile incident reports and lessons learned.
Coordinate with environmental agencies for site remediation if necessary.
